Luke Phillips

Technical Director - Civil Engineering Group

Luke Phillips is a Technical Director at Brookbanks, providing leadership within the Civil Engineering Group and supporting the delivery of complex infrastructure and development projects across a range of sectors. Luke plays a key role in shaping robust, deliverable solutions from early viability stages through to construction and post‑completion support.

Luke brings extensive experience across industrial, logistics and infrastructure schemes, including multi‑phase developments at MIRA Technology Park and retail-led projects for major clients such as Amazon and Costco. He has led the design and delivery of highways and drainage infrastructure for large-scale residential developments, working with national housebuilders including Vistry and Barratt Redrow. His experience spans both on-site and off-site works, from small residential parcels to schemes delivering thousands of units, with a strong understanding of the approvals process including S104, S38, S278, S108 and S185 agreements.

In addition to major residential and infrastructure projects, Luke has worked closely with SME developers to deliver bespoke, high-quality schemes, providing tailored engineering solutions for more niche and design-led developments. His portfolio also includes education projects delivered in partnership with contractors such as Bowmer and Kirkland for the Department for Education, alongside healthcare schemes supporting NHS estate improvements and redevelopment works.

A particular strength is Luke’s breadth of experience across all project stages. From initial feasibility and viability assessments through to detailed design, construction and post-completion support, he is well-placed to identify risks early, streamline approvals and help maintain programme certainty. His multidisciplinary background, including earlier experience in MEP, further enhances his ability to coordinate complex, integrated design solutions.

Luke holds a First-Class BSc (Hons) in Civil Engineering Practice and an NVQ Level 3 in Project Management. He is an Incorporated Member of the Institution of Civil Engineers (IEng MICE), a Technical Member of the Institute of Engineering and Technology (TMIET), and an approved mentor and reviewer for the ICE, supporting the development of the next generation of engineers within the profession.
