Our Land, Development and Communities (LDC) Team was appointed by Gladman Developments as Utility Consultant for a 170-unit residential scheme in Warrington. Our role focused on overcoming major electrical network constraints that threatened the viability and timing of the development.
Our Role
Early engagement with the Distribution Network Operator (DNO) revealed that no electrical capacity was available to serve the site for an estimated 2.5 to 3 years, with no interim supply available.
The only proposed solution at the time was the construction of a new Primary Substation, which came with:
• A land take requirement of 35m x 35m,
• Significant capital costs, and
• An uncertain energisation date beyond the control of the client.
This introduced serious risks to the delivery programme and commercial viability of the site.
Through detailed technical analysis and strategic negotiation, our team:
• Identified alternative strategies not previously offered by the DNO,
• Negotiated interim and long-term capacity solutions to serve the development without the need for a new substation,
• Engaged with the DNO and multiple stakeholders to agree a revised supply route aligned with the development programme,
• Ensured that the revised strategy was cost-effective, timely, and deliverable within the planning and sales frameworks.
The Outcome
Due to our solutions the electrical supplies are now available when required eliminating the original 2.5-3-year delay. We have also saved £600,000 in infrastructure costs and preserved land for housing. Uncertainty has been removed from the energisation timeline which has now been used to support plot sales and onward development.
